About the project
As the follow-up to the SCRREEN2 project, aligned with the EU global strategy and in particular the Critical Raw Materials Act, the SCRREEN3 project aims to continue flexibly supporting the European Commission in policy-making related to critical raw materials (CRMs), and to improve data and knowledge on all screened raw materials of the 2023 CRM assessment exercise.
SCRREEN3 will contribute to the updating of the data and information factsheets from the previous criticality exercise, for all screened raw materials, and will ensure their quality with the help of relevant raw-material experts. It will organise two expert-validation workshops in 2025 to support EU criticality assessment, and will validate draft factsheets for all screened materials.
In parallel, the associated Network will support the Commission in the analysis of the future supply and demand of raw materials, technology gaps, and innovation potential, along the raw-material value chains, and will provide policy briefs and analyses based on requests from the Commission. In particular, it will organise in-depth workshops on several strategic metals (agreed with the Commission) for renewable energy, e-mobility and security, with recognised commodity experts from industry and other organisations.
SCRREEN3 builds on experience gained since 2016 in SCRREEN and SCRREEN2, and takes benefit from lessons learnt and from best practices developed with the Commission’s Directorate General for Internal Market, Industry, Entrepreneurship and SMEs (DG-GROW). It relies on a strong consortium (including REIA, EIT RawMaterials, The Geological Surveys of Europe, and PROMETIA) as well as the ESM Foundation, the coordinator of the International Round Table on Criticality (IRTC) and the European expert database, which already gives access to more than 200 experts.
Objectives
- Improve EU official statistics and to further build the EU knowledge base of primary and secondary raw materials.
- Strengthen and develop an EU expert network and community covering all raw materials screened for the CRM assessment.
- Flexibly support the Commission in policy making related to CRMs in general or linked to specific applications or sectors; as well in relevant events organised by the Commission.
- Support the Commission in the analysis of the future supply and demand of raw materials, policy and technology gaps and innovation potential along the raw-material value chains.
